Army Releases Captured War On Terror Documents: Al Qaeda Offers Medical and Vacation Benefits For Terrorists
No, this is not a satire. Follow the links to the Combating Terrorism Center at West Point. The site describes the trove of Al Qaeda documents as being part of:
…the Department of Defense’s Harmony Database, this report provides an analysis of al-Qa’ida’s organizational vulnerabilities. These documents, captured in the course of operations supporting the GWOT, have never before been made available to the academic and policy community.
GWOT= Global War On Terror.
Al Qaeda’s by-laws are fascinating. From the By-Laws document summary:
Al-Qa’ida must be prepared to wage jihad anywhere in the world, and not to be distracted by relief and aid operations. Al-Qa’ida must have no relation to the world of idols and secular and nationalist movements. Relations with non-jihadi Islamic groups should be respectful, but dedicated to pointing out their shortcomings and try to gain their support for jihad.
Lengthy job description is posted for the position of emir, his deputy, and other positions on the council. Of special interest is the position of the Executive Council Chairman who serves as a chief financial officer. His duties include control over bank accounts, expenditures, and budgeting. Salaries are paid according to a fixed schedule.
Policies are described for additional salary based on family size (married man receives 6,500 rupees with 700 rupees for each additional wife.) Provision is made for cost of living adjustments.
The document outlines medical, loan, furniture , vacation, disability, and severance benefits.

Here’s Al Qaeda’s statement of purpose (equivalent to a mission statement):
A religious group of the nation of Mohammad (God’s blessing and peace be upon
him) whose faith is the faith of the believers in Sunna (profit teachings) and
Jama’ah (consensus), are adopting Jihad as a method for change so that the
‘Word of God’ becomes supreme, and they (the group) are working to provoke
Jihad, prepare for it, and exercise it by whatever means possible.
The prophet said “There are those of my nation who are victorious and will stay
victorious till the day they face their fate and die” narrated by (Al-Bukhari
252/4). And the Prophet also said: “There is still a group of my nation fighting
for justice victorious over their enemy until the last of them fights the Antichrist”
narrated by Abu Daud (The book of Jihad, Chapter 4)…
On page 16 we discover Al Qaeda is for socialized medicine:
3- Medical Benefits
A- All (Al-Qa’eda) members can visit the medical staff and obtain medicine free
of charge.
On page 18 we have vacation time:
8- Vacations:
A- For those who work in Peshawar, they are entitled for Fridays, the two holy
feasts (TC: Al-Adha [during the pilgrimage month] & Al-Fatr [following the end
of the month of Ramadan]), and a one month annual leave to be enjoyed at the
end of the eleventh month of work, as well sick leave not to exceed 15 days
annually.
B- Those working in camps and in the frontlines:
Married: Enjoys a 7 day monthly vacation.
Single: Enjoys a 5 day monthly vacation
This in addition to the annual and sick leaves mentioned in the above paragraph.

C- If the vacation exceeds what is allowed, then, the relative salary will be
withheld (prorated) except if those in responsible positions (in order of hierarchy)
approve a holiday extension.
Not quite France, but close.
Enough vacation– let’s go to torture. Al Qaeda’s Decision Executive Branch is tasked with torture.
Second: Decision Execution Branch (issued from the Security Committee):
This branch is divided into the following sections:
A- Investigations
B- Imprisonment & torture
C- Coordination & relations: This section is responsible for coordination with
security entities outside the organization after approval from the leadership
(Emirate).
D- Documents.
I’ve scanned several other documents, including the one entitled “Political Speculation.”
Here’s the synopsis of “Political Speculation”:
The author concurs with his correspondent in stating a low opinion of the Taliban. The Taliban has a “mentality based on fabrications, wrongdoing, beating around the bush and running away from reality.” The destruction of the Buddhas is judged insignificant in comparison to the desire of some Taliban to gain respectability by taking a seat in the United Nations.
The author disagrees concerning Iranian leadership of the Islamic movement. He asks: “How can it fulfill the leadership role when it is incapable of guiding the Islamic insurgency?” He encourages Iran to attack Israel, and speculates that the U.S. is planning to attack Iran to protect Israel.
The final paragraph expresses a change in tone with admiration expressed for the Taliban for destroying the Buddhas and protecting Osama bin Laden…

Yet Iran should prove its merit to the Muslim generation by attacking Israel, which was created by America. However, this is not suitable for these serious times with so many international infidels making plans. My suspicion is that the greatest achievement of the international infidels at this time is the crazy gyrations of Islamic groups that threaten their very existence to their roots. Whirling around like the Sufi doctrine movement,
backward and fanatical, it lacks a clearly-defined doctrine and has taken from the world those who are loyal and honest. Also, its legal basis is shaky.
Isn’t a movement like this the hope of the Islamic nation, the objective of revolutionary youth and the protector of Jihad as long as the Nation is accustomed to its protector and its thief…? (TC: Arabic saying.)
I think the next stage is directing a strong blow at Iran to protect Israel from its missiles.
The waiting heroes will be found in the staunch Taliban movement… why not? It did show legendary heroism in protecting Osama bin Laden and in destroying the Buddha idols (this heroism didn’t cost America anything but some of Mr. Buddha’s stones).
The synopsis of Al Qaeda’s “Letter of Threat to Americans”:
A letter from Abu ‘Abdullah Al-Kuwaiti outlining the next attack against the Americans, and issuing a statement to the Americans to let them know of their fighters’ readiness to kill hundreds of thousands with their nuclear and biological arsenal. The second letter is dated 10 November 2001 from Abu Yousef Al-Qannas to Khallad Al-Kuwaiti informing him that he is moving north by orders of the Sheikh (Osama bin Laden), and that he will join him in a week’s time.
Key Themes: Abu ‘Abdullah Al-Kuwaiti’s undated letter is addressed to the American people. He writes that he is announcing publicly the next attacks against the Americans, and that groups in America and Europe, which are “above suspicion,” have been given the green light to move. He also writes that there is no animosity between “us” and the Americans; the war is only between “us” and the Jews. By interfering in their countries, the Americans have brought this on themselves.
He goes on that they have nuclear and biological weapons with which they will kill “hundreds of thousands” of people that they don’t otherwise wish to fight. He states that the billions of American dollars spent thus far have succeeded in killing less than ten “martyrs.”
The next few pages list varied locations in Afghanistan, a series of names, a packing list of personal items, and an admonition to fast and pray during Ramadan.
The second letter, dated 10 Nov 2001, is by Abu Yousef Al-Qannas to Khallad Al-Kuwaiti. Al-Qannas writes that he is heading north by orders of the Sheikh (Osama bin Laden). He also notes that Khallad Al-Kuwaiti must meet with the Sheikh first.
A third letter is included at the end from Salman Yahya Hasan Mohammed Al-Rabi’I to Furqan Al-Tajiki professing his undying love. This is not of apparent consequence.
The letters are snapshots of fanatics hellbent on evil. Here’s the WMD threat:
If the American people are ready to die as we are ready to die, then our combat groups along with our military, nuclear, and biological equipment will kill hundreds of thousands of people we don’t wish to fight.
B- If you are ready to die as we are ready to die, the thousand present here in Afghanistan equals hundreds of thousands of Americans. I am pleased to inform you that the billions you spent fighting us so far have resulted in killing a small number of us. We consider them martyrs and they did not exceed (10) martyrs. We warn you that our war against you has not ended, but its effects will increase. Isn’t it time to end American arrogance and begin listening to your people before you experience more devastating disasters?
Al Qaeda’s leaders are organized, committed fanatics. They understand information warfare. They are prepared to fight a multi-generational war.
And Kofi Annan wants Gitmo turned over to “the international community.”
Within the last month I’ve received three or four emails arguing “We need to fight terrorists, not try to create democracy.” Though they use Visa and American Express, Al Qaeda’s raison d’etre is authoritarian control. In the short run that’s a tactical strength (let’s riot about cartoons), in the long run I think it’s strategic weakness (can this organization build a productive economy?). Al Qaeda’s leaders are also “imperial restorationists.” After perusing a few of the newly released Al Qaeda documents, read this column from November 2001.
Key graf in that column:
…In Bin Laden’s future, the caliphate is restored. The decadent modern world fades as American power dies, though techy bits of modernity are OK, such as videophones and nuclear weapons. Global rule of Bin Laden-interpreted Islamic law follows.
Don’t snicker. Violent “imperial restorationists” have an ugly track record. Benito Mussolini and his Italian Fascists dreamed of restoring the Roman Empire. The obvious choice for caesar was Benito. Who but Bin Laden serves as caliph? Add that title to Osama’s “end state.” It underlines the autocratic and despotic motives that lie behind the schemes of various religious absolutists, ethnic zealots, ultra-nationalists and eco-crazies around the world who reject the moderation and compromise that participation in the global system requires…

It is high time we unpacked the readiness-to-die motif and made proper use of it. Even al-Qaeda fanatics can be deterred; The trick is finding what they most value and holding it hostage to their good behavior. I hope lots of very astute analysts are working on that as we speak.

I have tried and tried to find a way to sort the good from the bad Moslems, always becoming frustrated that there is no true separation. “Good” Moslems sit by while “Bad” Moslems kill the families of the “good”, cause harm to come to the “good”, and generally mess up the lives of the “good”. These are not “Good” Moslems, just those who aren’t on the front lines. These “Good” Moslems tolerate the “bad” being in their neighborhoods, and tolerate them bringing a bad name to the religion. As I see it; Moslems are sworn to Kill! They are as passionate about dying as we westerners are about life. There is no visible solution to the Jihad other than to fight them to the death. There will be no surrender, (it does take a modicum of common sense to know when to throw in the towel), and we’ll just have to live with that. nuf sed

According to the Al Qaeda By-Laws document, here is the payroll hierarchy of the most evil organization on the planet: A- Official payroll 1- Cook: 1,500 Rupee , Assistant cook: 1,300 Rupee 2- Driver: 1,400 Rupee 3- Houseboy: 1,300 Rupee 4- Clerk (with high school): 1,800 to 2,000 Rupee B- For the above, an annual pay increase of 10% of the original salary is to take place. 1500 Pakistani Rupees equals roughly $25 U.S. I believe these figures are monthly salaries. These positions are hardly glamorous, let alone high-paying, but I’d be willing to bet they have a lower turnover rate than the “martyr” suicide bombers…

Great post. But the documents miss discussing real estate issues. I considered the problem in a recent post: So, once Osama re-establishes the Caliphate, he’s got another decision to make: Do I go the traditional route and move into Topkapi Palace or try 19th Century modernism and move into Dolmabah’e Palace?

Caliphate There is an interesting history of the caliphate in “The Future of Islam” by Wilfred Scawen Blunt, written in 1882 available at Gutenberg. You will not find the facts he brings forward on what - to a Moslem - makes a legitimate Caliph anywhere else. There was great concern about the caliphate at the end of the 19C and it seems that this issue has been revived like many others from a sort of “cold sleep” by the fall of communism.

So Al Queda, as an organization, is intent on obliterating Israel and anyone who stands with Israel and/or the west or anyone, including Buddhist’s, who isn’t onboard with the program. As an organization they have written mission statements, strategic and tactical protocols, rules, regulations, have a hierarchy, a pay scale and benefits. This is News??? You probably spend a lot of time covering Cindy Sheehan and Al Gore also, right? Ok, maybe the Buddhist part is news, but it is NOT news that Osama Bin Peon is getting free healthcare and a corner desk complete with an RPG paper weight. What is news is who has and is still paying for it. Why don’t you write about that?

Sahih Bukhari, Volume 2, Book 24, Number 573; Volume 3, Book 43, Number 628; Volume 5, Book 59, Number 634 It is reported on the authority of Ibn ‘Abbas that Mu’adh said: The Messenger of Allah sent me as a governor of Yemen and instructed me thus: YOU WILL FIND YOURSELF IN A COMMUNITY OF THE PEOPLE OF THE BOOK [JEWS AND CHRISTIANS] so first call them to testify that there is no god but Allah, that I [Muhammad] am the messenger of Allah, and if they accept this, then tell them Allah has enjoined upon them five prayers during the day and the night and if they accept it, then tell them that Allah has made Zakat obligatory for them that it should be collected from the rich and distributed among the poor, and if they agree to it don’t pick up as a share of Zakat the best of their wealth.
